Oemrawsingh emphasized that Justice not only demands an investigation but also a progress report. “We remember that Inspector Herman Gooding, a man of integrity and courage from the military brigade, went to Fort Zeelandia on August 5th, 1990 after having been invited by the commander of the Military Police. Shortly afterwards he was murdered. The murder was an act that cut deep in our society and which was a permanent shame for our legal state”, said Oemrawsingh who added that the relatives and the nation are still waiting for justice to be served. “The pain keeps on living not only within the relatives but also within the entire nation.” Oemrawsingh pointed out that no visible steps that could more hope were taken. As long as the perpetrators are walking around freely, the damage to the legal state will keep on existing”, said Oemrawsingh who urged legislators and government officials to make sure that justice is served. Justice and security must not only be an ideal but they must also be seen as a responsibility of the state. Stichting 8 december 1982 acknowledges that steps have been taken. The New Haven Police Bureau was given another name and was named after Herman E. Gooding. The Cold Case Unit was also instructed to investigate the murder and to find out the truth. But this police unit received a letter warning the investigators. Oemrawsingh pointed out that “this shows that they were on the right track but it also raises the question regarding the current status of the investigation.”He complained that the Public Prosecutor’s Office often fails to keep giving updates to the relatives and the nation. “Justice not only demands an investigation, but also transparency and clarity”, said Oemrawsingh who applauded the presence of representatives from France, the Netherlands and the United States of America. “Let this commemoration not only a moment of silence but also a call for action.Melinda Nijbroek-Gooding, daughter of the murdered inspector, pointed out that people must never forget that her father gave his life in the line of duty. “His ideals and courage must live on. It is still very difficult for the family to process the loss.”
